Citizens Academy Graduation and Award Ceremony on Tuesday, October 24th at 6:30 p.m.

The 2017 Wayne County Prosecutor's Citizens Academy is a free seven-week program that seeks to educate and inspire citizens by providing insight into the criminal justice system in Wayne County. It is located at Henry Ford College, Andrew A. Mazzara Conference Center, 5101 Evergreen Road, Building L, Dearborn, MI 48128 in the Forfa Auditorium.

On Tuesday, October 24, 2017 at 6:30 p.m., the Academy program will conclude with the Alexis Goggins Awards from 6:30 p.m. to 7:00 p.m., followed by a graduation ceremony at 7:00 p.m. and a tour of the Michigan State Police Mobile Crime Laboratory. Wayne County Sheriff Benny Napoleon, Wayne County Prosecutor Kym L. Worthy, Chief Judge Pro Tem Timothy M. Kenny, Wayne County Executive Representative Tupac Hunter, Henry Ford College Board Members Fadwa Hammoud, Trustee and Mary Petlichkoff, Secretary, will be in attendance. Members of the press are encouraged to attend.

Alexis Goggins Everyday Hero Award The Everyday Hero Awards acknowledge ordinary people that show extraordinary courage. Alexis Goggins received the first award in 2008 for her selfless act of bravery shielding her mother from a man firing a handgun in 2007. Her mother was unharmed, but Alexis was shot multiple times and endured several serious operations and survived. Her courage and strength inspired the Wayne County Prosecutor's Office to name the Everyday Hero award after her. This year Ms. Katrina Carmichael and Detroit Police Department Sgt. Samuel Mackie are being honored.

2017 Community Award Winner Katrina Carmichael

Katrina Carmichael's life was changed when she was informed that her sister, Michelle Walker, was killed by her estranged husband on May 20, 2003. Ricardo Walker was later convicted of Murder, Second Degree and is currently serving a 27 to 60 year prison sentence. Ms. Carmichael, along with her mother, became the legal guardians of her sister's three minor children. In honor of her sister, Katrina Carmichael started the non-profit organization SADA's House (Sisters Against Domestic Abuse) and wrote a children's book series entitled Maya's Journey to help children of Domestic Violence.

Since SADA's House was created, Ms. Carmichael has assisted many victims of domestic violence. For the last four years, the organization has partnered with the Wayne County Prosecutor's Office Domestic Violence Unit to provide Christmas for the family of a domestic violence victim. As a result of Ms. Carmichael's continued dedication to giving back to others and enriching their lives, she is receiving the 2017 Everyday Hero Community Award.

2017 Service Award Winner Sgt. Sam Mackie

Sgt. Samuel Mackie is the team leader for the Detroit Police Department Homicide Team One. Despite his responsibility in that position, he is invested in making sure all Wayne County child homicide cases are properly investigated. He assists less-experienced Detroit Police Child Abuse Unit officers. Sgt. Mackie has also assisted other jurisdictions in investigating child homicide cases.

Sgt. Mackie's dedication to children has also proven to be invaluable to child witnesses in homicide cases. He has demonstrated the knowledge, experience, and temperament required to do this emotionally wrenching job. As a result of his continued dedication to helping victims of domestic homicide, Sgt. Samuel Mackie is receiving the 2017 Everyday Hero Service Award.

Two Detroit Men Charged in Multiple Kidnappings, Robberies and Sexual Assaults

Wayne County Prosecutor Kym Worthy has charged Aaron Rashard Stewart, 22, (DOB: 08/21/1995) and Quentin Davon Flemons, 19 (DOB: 05/04/1998), both from Detroit, with multiple charges of Criminal Sexual Conduct, Kidnapping and other crimes in multiple jurisdictions.

Hamtramck Charges

On October 8, 2017 at approximately 6:03 p.m., it is alleged that Defendants Aaron Rashard Stewart and Quentin Davon Flemons kidnapped a 27-year-old Hamtramck woman who was riding her bicycle in the area of Denton and St. Aubin Streets and forced her into a vehicle. It is further alleged that the victim was taken to an abandoned property in the 1600 block of Leslie where she was assaulted and robbed before she was able to escape.

Stewart has been charged with Kidnapping, Assault with Intent to Commit Criminal Sexual Conduct, Receiving and Concealing Stolen Property-Motor Vehicle, Receiving and Concealing Stolen Property-Firearm, Felony Firearm, Unarmed Robbery, and Stealing/Retaining a Financial Transaction Device*.

Flemons has been charged with Kidnapping, Assault with Intent to Commit Criminal Sexual Conduct, Receiving and Concealing Stolen Property - Motor Vehicle, Unarmed Robbery, and Stealing/Retaining a Financial Transaction Device*.

Stewart and Flemons were arraigned on the warrant by video today in 31st District Court in Hamtramck. The probable cause conference is scheduled for November 2, 2017 at 8:30 a.m. before Judge Alexis Krot in 31st District Court. No preliminary examination has been scheduled at this time. Both defendants received a $5M cash/surety bond.

Highland Park Charges

On July 18, 2016 at approximately 3:00 a.m., it is alleged that Defendant Aaron Rashard Stewart pulled a 31-year-old female Highland Park victim off her bicycle in the area of Second Avenue and West McNichols, forced her into an alley where she was sexually assaulted and robbed.

Stewart has been charged with Kidnapping, three counts of Criminal Sexual Conduct First Degree, Unarmed Robbery, and Stealing/Retaining a Financial Transaction Device*.

Flemons has been charged with Kidnapping, two counts of Criminal Sexual Conduct First Degree, Criminal Sexual Conduct Third Degree, Unarmed Robbery, and Stealing/Retaining a Financial Transaction Device*.

Stewart and Flemons were arraigned on the warrant by video this afternoon in 30th District Court before Judge Briget Officer Hill in Highland Park. The probable cause conference is scheduled for November 7, 2017 at 9:00 a.m. before Judge Officer-Hill. No preliminary exam has been scheduled at this time. Both Defendants were remanded to jail.

Detroit Charges

On September 30, 2017 at approximately 6:21 p.m., it is alleged that Defendants Stewart and Flemons kidnapped a 24-year-old Detroit female victim, who was riding her bicycle on East Milwaukee near Orleans in Detroit. It is further alleged that the victim was forced into a vehicle, robbed and sexually assaulted before she was released by the defendants.

Both defendants have been charged with three counts of First Degree Criminal Sexual Conduct, kidnapping, Unarmed Robbery and Financial Transaction Device - Stealing/Retaining Without Consent. Defendant Steward has also been charged with Receiving and Concealing Stolen Property - Motor Vehicle*.

Defendant Stewart was arraigned on the warrant on October 13, 2017 before 36th District Court Magistrate Dawn White. His probable cause conference is scheduled for October 23, 2017 at 8:30 a.m.; the preliminary examination is scheduled for October 30, 2017 at 9:00 a.m. Both hearings are before Judge William McConico in 36th District Court. He received a $1M cash/surety bond.

Defendant Flemons was arraigned on the warrant on October 23, 2017 before 36th District court Magistrate Laura Echartea. His probable cause conference is scheduled for October 30, 2017 at 8:30 a.m.; the preliminary examination is scheduled for November 6, 2017 at 9:00 a.m. Both hearings are before Judge Deborah Lewis Langston in 36th District Court. He received a $500,000 cash/surety bond.

David Bivens - On October 8, 2017 at a Meijer's location in the 1300 block of West Eight Mile Mr. Bivens was arrested after an incident involving an off-duty Detroit Police officer who was employed as a Meijer's Security guard. A warrant request was submitted to the Wayne County Prosecutor's Office and was returned with a request for further investigation. On October 18, 2017 was re-submitted to WCPO with the work that was requested. The warrant request has been denied.

A separate warrant request has been presented by DPD for the off-duty officer relating to the same incident. It will be returned today with a request for further investigation. Prosecutor Kym Worthy said: "We will not be charging Mr. Bivens with any crime whatsoever. However, a few days ago, we received a warrant request on the officer involved in this incident. That matter will be returned for further investigation by the police. "

Harper Woods High School Student Charged with Disturbing the Peace

On October 24, 2017at approximately 11:00 a.m. at Harper Woods High School located in the 20200 block of Beaconsfield it is alleged that a juvenile Harper Woods High School student (DOB:02/11/2003) was seen taunting and making hand a gesture toward a fellow student. The alleged behavior was observed by a staff member and the respondent was suspended pending an investigation.

Today Prosecutor Kym Worthy has charged the juvenile respondent with one count of Disturbing the Peace and one count of Assault and Battery*. He was arraigned this afternoon before Referee Nick Bobak at the Juvenile Detention Facility and he received a personal bond of $1000 with the condition that he have no contact with the victim or any witnesses. He will have a Pre-Trial Hearing scheduled on Tuesday, November 14, 2017 at 1:30 p.m. before Referee Mona Youssef at the Lincoln Hall of Justice.
